Education
Paul was the CEO, attorney, and lobbyist for the Medical Association of
Georgia, which was a national leader in physician advocacy. He helped
develop, write and pass legislation as a legislative aide for the
Georgia Senate Human Resources Committee, and worked for the Georgia
Division of Public Health. Among his legislative accomplishments with
MAG was legislation that established the toughest Prompt Pay Standards
for insurance companies in the nation, and the development of the
strategy with the Insurance Department and the courts to have it
enforced. He also forced a ruling by the courts to make Georgia the
first state in the country to mandate that physicians be notified what
they would be paid by payors before they provided their services. Paul
was a founder and Chair of the AMA Litigation Center, supporting
physician legal activities around the country. He also serves as
Governmental Counsel for the Georgia Campus of the Philadelphia College
of Osteopathic Medicine. Paul has a B.A. in Political Science
and a Doctor of Law from Emory University. He is responsible for
marketing through state and local physician associations, and acts as
liaison to various medical boards and other regulatory entities.
